GCEMS SSD Adopted 2026 Budget

Proposition 13 – Rural Healthcare Sales Tax

​

On November 4, 2025, Grand County voters passed a measure to increase the existing Rural Healthcare Sales Tax from 0.5% to 1.0%. The intent of the proposal is that the additional revenue would be shared between three local public safety and healthcare providers:

​

Grand County EMS (GCEMS)

Moab Valley Fire Department (MVFD)

Canyonlands Healthcare Special Service District (CHCSSD)

​

In accordance with Utah state law, as of July 2024, entities that are eligible to receive the Rural Healthcare Sales Tax are rural healthcare facilities, emergency medical services, solid waste disposal, search and rescue activities, law enforcement activities, fire protection services, and avalanche forecasting.
